Base One Past Performance in Functional Category 5, Management Support Services



Base One Technologies is focused on enterprise technologies. We are a Top Secret facility. Base One has demonstrated capabilities to provide IT services, technical and management expertise, and solution-enabling products to meet the mission needs of DHS. Our experience working in mission critical, high-volume, data-sensitive environments provides us the ability to offer a big picture perspective as well as an in-depth understanding of many IT aspects which challenge DHS today. Our success in Functional Category 5, Management Support Services, is encompassed in the following project examples.


Department of Homeland Security Homeland Secure Data Network (HSDN): Base One was tasked to perform functional testing, Certification & Accreditation services for HSDN:

  • Provide Management oversight for the Information Security, and Certification and Accreditation of the initiative
  • Perform IT Information Assurance and site accreditations
  • Analysis and accreditations of systems encompassing infosec, LAN, WAN, database, and operating systems principles in accordance with NIST, TSA, FISMA guidance
  • Conduct C & A using DITSCAO and NIACAP
  • Perform site surveys for the HSDN deployment process, gather data needed to develop a Site-Specific Addendums to the HSDN System Security Authorization Agreement (SSAA), conduct non-technical System Test and Evaluations, and document the site's security posture
  • Conduct Security Test and Evaluation reviews to ensure all policies, procedures, and physical mechanisms are established and operating properly
  • Perform risk analysis on sites and systems, both proposed and operating
  • Determine the current Residual Risks, and their possible impact on the program
  • Develop a risk mitigation methodology to ensure risks are diminished or eliminated to ensure proper security policy compliance
  • Work to specific Government regulations and guidance such as: DCID 6/3, DITSCAP (DoD 5200.40), DITSCAP Application Manual (DoD 8510.1-M), CAPP, NISPOM (DoD 5220.22-M), DHS National Security Systems Policy 4300B, etc.



    Pentagon Communication Command Survivability Project (CCSP): CCSP is a Department of Defense initiative to heal the gap in the Pentagon's IT infrastructure created by the 9/11 attack. It requires the complete re-design of all telecom and system infrastructure focusing on security, redundancy, disaster recovery and contingency planning to insure survivability against any and all attacks. On this program Base One provides:

  • System analysis, testing, IV&V, and complete physical and configuration audits for transition process
  • Logistics Cost Analysis support for Total Cost of Ownership (TCO)
  • Instructional design and training: lead Instructional Systems Designers to develop performance improvement vehicles; perform GAP analysis; develop assessment programs.
  • Develops adult learning programs, instructor and student guides, and student job aids
  • Design and implement Train-the-Trainer program

    Financial FTN Production Contingency Planning Project: The Funds Transfer Network of a major global financial institution supports the daily global transfers of funds for themselves and its various partners to the Federal Reserves. This institution needed to re-engineer the environment with features such as high availability, high redundancy, fault-tolerance, and high security with a near-perfect contingency/disaster recovery plan. They chose Base One to help meet those goals. The following tasks were performed by Base One:

  • Disaster Recovery
    • Business analysis, re-architected, tested, implemented and supported all Global Disaster Recovery solutions for the Funds Transfer Network
      • Our designed and deployed network architecture withstood the 9/11/01 WTC disaster without a single transaction failure despite the loss of primary network routing due to carrier failure
  • Contingency Planning
    • Liasioned with compliance officers to review and test disaster recovery solutions for all mission-critical financial applications
      • Performed iterative network testing under varied network failure scenarios
      • Produced reports for Federal oversight agencies
  • Enterprise Resource Planning
    • Performed provisioning and procurement of circuits and transport services
    • Coordinated line activations, equipment installation, configuration, and router activation
    • Conducted user acceptance tests and coordinated project signoff and turnover of support to the NOC
